When searching "all notebooks", does that refer to only the notebooks currently open? Or does ON retain some index that allows it to search all notebooks, even if they are closed? Anyone know?

I am currently only testing ON for my workflow. I am using Mac 10.9.4, ON 15.2 140713 It seems to hold true for this version as well. The Notebooks must be open in order to search them.

There is another angle to this. If you have a section encrypted (as is possible in 1N), nad if the section is closed, your search will not return any results from that particular section. If you only have 1 or 2 sections encrypted & you would want to get search results from them as well, you could decrypt them with your password. However, if you have many sections encrypted & closed, it is a pain to have to open them all when you do a search.
I tried instead to encrypt the whole of 1N using Game Protector, instead of encrypting individual sections. That way all of 1N is open when you open it with GP & you can search all the notebooks, sections & pages simultaneously.
But using GP brings about 2 other problems: * the Onetastic plug-in is chucked out of 1N i.e. is not usable anymore * the small app Evernote2Onenote cannot import notes from EN into 1N anymore.
So, if you don't need to encrypt all this is not a problem. But if you do want to use encryption, then the search process will affected. I have not been able to find a satisfactory solution yet, other than accepting one or the other inconveniences.
